I KNOW why companies do this, and LAN was very expensive to make , so it makes sense.

so WHEN i buy it used, ill have to purchase a 10$ pass? why / what will it take out of the game if i refuse to purchase it?

It might actually be all of the pre-order content, which is what I read on the LA Noire Wiki.

Why does it matter? It's an offline game anyway. Buy the game used and not pay for the 10 dollar pass and still enjoy the game. We don't even know what the online pass is for right. For all we know it's to access pre-order DLC.

so the pass is just gunna include 5 or so of the pre order dlc? that is actually a good thing. but no psn to purchase / redeem the code :/

The used copy will be $5 cheaper than a new one, and that's probably at the most. I'm just saying bud.

no sh1t its gonna be 5$ cheaper if used at stores, which is why i go with craigslist. all new games sell for about 25$ cheaper after a few days

It's an offline game. You'll still be able to play it without the rockstar pass.

This online pass thing is a bigger problem for 360 gamers. On PS3 our online gaming is free(when its not shutdown), but it used to be that a gold 360 gamer could play any online game. Now its like their being charged twice.

But as LAN is only single player, the DLC problems will most likely be saved game issues. If PSN or LIVE is down, then chances are you won't be able to load your game which has any DLC items.
