Street Crime

Are there some street crimes that won't start unless you have your partner drive there (the bank job didn't start when i drove there, when i let my partner drive than the street crime started)?

As far as I know who drives is inconsequential. I believe the only thing that affects when they're available is the desk on your on, and the time of day.

A'x nailed it. You might have been unfortunate enough to drive by just as the clock advanced past the mission's preset time frame. It happens some times.
