Can players visit places (like businesses & houses/apartments) that players visited during cases?

Unfortunately most case locations are locked when not on the appropriate case. Things like diners and bars are your best bet for finding unlocked interiors in free roam.

so, can places from cases be visited as long as the player selects the case file (main menu>cases>vice>free roam>able to visit places?)?

No. For the majority of interiors you would need to select the case specifically, and not free roam.

Exactly. So, if you want to get into Moller's house, you have to play the case where you can get into his house. Otherwise, it's locked from you.

Or you could enter some locations, such as the theather(the egyptian I believe) or some houses using glitches(partner opening locked doors). One thing though, if you use glitches, you are most likely to get stucked in that building...
