Did Rockstar Actually Develop This Game?
Did Rockstar actually develop this game in conjunction with Team Bondi or did they only publish it?

The story and the concept was already written, for quite some time, even. The credits lists a host of Rockstar personnel, though they are to be found mostly in the programming and testing departments.

I think Team Bondi developed it and Rockstar published it. It didn't have a Rockstar feel to me for some reason.

I don't know for sure if this is the case or not, but Team Bondi is pretty clever for letting Rockstar publish the game. Rockstar is one of the biggest names in the video game industry.

Also, the game did feel like a Rockstar game because of the driving and side missions (street crimes), but that's pretty much it. Other than that, there's nothing so "Rockstar" about it.

We don't know for sure. Brian, who replied first, had a spot on, concise, answer. I developed it. That's what we know.

We should give due credit to Team Bondi. They didn't "let Rockstar publish" - the Houser brothers picked up the project because they had faith in the game.

Description of Rockstar's involvement from Brendan McNamara interview:

That stuff ended up being a phenomenal amount of work, and we had animators from Rockstar North come out here and churn through that stuff with our guys here. We had a key gameplay group from Rockstar North that came and helped us out with tweaking things like cameras, basic controls, and all that kind of stuff -- just make it feel as smooth and comfortable on a lot of really basic levels. Team Bondi made the game and we designed it. People have been at it for this long, so... [Laughs] We absolutely appreciate the help, and we think it's made the game a much better game, but we're pretty proud of what we did as well.

In addition to that, Rockstar's music supervisor Ivan Pavlovich was in charge of music supervision as he is on any Rockstar game, and Lazlow has the first credit as a writer on KTI Radio, the same job he does on GTA. The credits to Rockstar San Diego suggest significant collaboration on the game engine which appears to be RAGE.

Overall, Rockstar seems to have managed the production much as if Team Bondi was another Rockstar studio. Rockstar, not Team Bondi, holds the copyright on the game, which means although Team Bondi is independent, L.A. Noire sequels stay with Rockstar the same way Bungie had to leave the Halo property with Microsoft when they left.
