Is it possible to compleate the street crimes when you have finished the last task "A different kind of war.......?????

Yes. You can access the "Streets of L.A." mode by going to any of the case folders except Patrol in the main menu. This allows you to tie up any loose ends such as finding collectibles, doing street crimes, etc.
